As President Donald Trump and China’s President Xi Jinping meet this week for what White House officials are calling an introductory summit, there is one issue where the U.S. leader’s position will need no introduction: trade. Mr. Trump won the White House in part with an angry denunciation of other countries’ economic “cheating,” using China as Exhibit A.
