Just days after playing down the prospects for a full treaty, Barack Obama, the US president, yesterday gave his strongest commitment yet to reaching a deal on climate change at next month's Copenhagen conference.
Speaking at the Great Hall of the People in Beijing, together with Hu Jintao, the Chinese president, Mr Obama said the climate summit in Copenhagen should establish a new pact on greenhouse gases even if the original goal of a legally binding treaty was now unlikely.
"Our aim . . . is not a partial accord or a political declaration but rather an accord that covers all of the issues in the negotiations and one that has immediate operational effect," he said.
