BRUSSELS — The European Union is at a “turning point” and requires decisive action from its leaders on the euro zone debt crisis, the president of the European Commission said Wednesday, but he warned that any agreement to end the crisis would take time to implement. “We are at a turning point, a decisive point that requires clear and determined responses, comprehensive responses,” José Manuel Barroso told reporters in Brussels. “We are at a very, very sensitive point in European construction.”

His position echoes what the German government has said in recent days in preparation for a meeting of European leaders in Brussels on Sunday.
